Second juvenile home accused of violations

A second state-run facility for delinquent youths, the State Training School for Boys in Eldora, has failed to provide adequate schooling for disadvantaged children, according to two sets of investigators. Advocates for the disabled are now asking state officials to begin examining the facility's use of isolation and its impact on the youths' schooling.

Sheriff broke law in denying Taser records, lawsuit says

Muscatine County’s sheriff has violated federal law by denying records and access to employees who delivered multiple Taser jolts to a mentally disabled woman in an effort to force her to change her clothes, a lawsuit filed Wednesday alleges. The Register has written a series of investigative reports on the incident.
