Records from 2010 show the University of Iowa recommended authorities withhold a gun permit from the graduate student who shot three North Liberty officers Sunday. The student, Taleb Hussein Yousef Salameh, died at the scene.

In the two years since Iowa legislators passed the "shall carry" law, more than 99.6 percent of applications to carry a weapon in public in Iowa have been approved. Some county sheriffs are concerned the law puts guns in the hands of people who could be a danger to themselves or others.

A Register investigation shows the University of Iowa shares student information, which could include failing grades and signs of depression or anger, with law enforcement when a student applies for a gun permit. The information is normally protected under FERPA.
