State contracts, misused in the past, under new scrutiny

The State of Iowa has spent more than $200 million with nearly 450 vendors who have master agreements to provide state agencies with supplies. Two of those master agreements — contracts for handguns — are being investigated by the Iowa Department of Public Safety following concerns about the agency's procurement practices. This is not the first time such agreements have come under criticism.
